This manual provides guidance for the implementation of accurate and timely criminal justice records and reporting.
Abstract
Section I contains guidance for the implementation of the provision enacted by the Crime Control Act of 1990 which requires that, beginning in fiscal year 1992, States allocate 5 percent of their total formula grant award for the improvement of criminal justice records. The guidance defines the goals for this provision through the criteria for obtaining a waiver. A 4-step process for the development of the plan to meet these goals is outlined. Section II provides guidance for the implementation of a requirement enacted in the Immigration Act of 1990 which requires States to provide the Immigration and Naturalization Service with records of conviction of aliens. The implementation of this provision should benefit the States by removing criminal aliens from the country, thus reducing opportunities for recidivism and decreasing the costs of correctional supervision. Appendixes contain recommended voluntary standards, reference materials, forms, and supplementary comments.
