Section I contains a number of papers that present empirical data on juvenile delinquency, either based on police statistics or self-report findings. Some papers provide an overview of delinquency in various countries which reflects general tendencies in juvenile delinquency patterns in western countries. Section II is composed of papers on theory formation in relation to policy. The featured topic in these papers is the nature of the practical and policy implications of specific theoretical orientations. Papers in Section III address features of various juvenile justice systems including their objectives and planned changes. Disparities and common elements are noted among the juvenile justice systems of various countries. Section IV presents papers on both traditional and innovative sanctions. In some countries, the institution continues to be the cornerstone of the juvenile justice system.
