This manual profiles chronic acting out children (CAC) and factors in their problem behaviors (child abuse being a primary one), reviews barriers to school intervention on behalf of CAC's, and suggests how to improve interventions.
Abstract
The profile of CAC's considers the links between child abuse and delinquency, learning disabilities and delinquency, neuropsychiatric problems and delinquency, child abuse and developmental disabilities, child abuse and running away, school failure and delinquency, and child abuse and school failure. Other factors discussed in the profiling of CAC's are family violence, substance abuse, teen pregnancy, divorce, teen suicide/self-mutilation, foster children/homes, and relocations. The barriers to school intervention on behalf of CAC's encompass legal, psychiatric, educational, and resource factors. The discussion includes recommendations as to how a school may develop a legal, safe, and resourceful intervention program for CAC's. Suggestions for the improvement of interventions address the summary assessment profile, management framework, the use of advocates, the role of school social workers, and interagency cooperation. Examples of intervention programs that are currently being used are provided. Other topics considered are the role of special education, corporal punishment, school crime, school drop-outs, and suspensions/expulsions. Recommendations are offered for schools, State legislatures, State agencies, national legislation, and national organizations. 89 footnotes
