A 1991 seminar on the administration of justice focused on sentencing issues including mandatory minimum sentences, the role of prison industries in Federal prison management, and issues in the judicial impeachment process.
Abstract
The 54 participants included 20 from judicial institutions, 13 from Congressional committees, 11 from the Department of Justice, and 10 from the Brookings Institution and related organizations. Speakers examined the history of impeachment, sentencing reform, the definition of justice, the relationship between mandatory sentences and prison overcrowding, indeterminate sentences, sentencing guidelines, and judicial attitudes toward sentencing. Discussion groups reached consensus on several aspects of each of the basic topics considered at the seminar.
