This report of the General Accounting Office (GAO) reviews both the Department of Defense's (DOD) implementation of its new counternarcotics responsibilities, as identified in the fiscal year 1989 National Defense Authorization Act, and interagency coordination with the civilian law enforcement agencies (LEA) involved in the drug war.
Abstract
Specific GAO objectives were to provide information on organizational structures implemented to carry out counternarcotics responsibilities, intelligence and communication networks for the new counternarcotics mission, overall mission budgeting and funding, and measures of effectiveness used by DOD to evaluate its efforts. DOD has established a centralized command structure with regional execution of the operations phase and also provides intelligence support to LEAs through this structure. To create an integrated communications network, DOD has undertaken two major initiatives: it purchased telecommunications equipment for loan to LEAs to facilitate interoperable and secure communications; and it established an automated telecommunications information network to link DOD and LEA drug interdiction operations and intelligence organizations and to provide tracking data on drug smugglers. 2 figures, 1 table, and 1 appendix
