In 1989 the number of reports to the Commission that alleged corruption was 2,423, an 8-percent increase over 1988. A total of 1,573 of these reports were investigated, the highest number since the Commission was established in 1974. One reason for the increased number of investigations was the increase in the number of persons who identified themselves when reporting (68 percent did so). The Operations Department had its largest caseload since 1974. Although corruption allegations that involved the public services decreased by 1 percent compared to 1988, allegations that involved the private sector increased by 15 percent. Investigation of corruption allegations that involved the private sector tended to lead to other cases of corruption or to complicated commercial crime facilitated by corruption. Examples of these cases are provided in this report. This annual report describes the structure of the Commission's various departments and their activities and statistics for 1989. These are the Administration Branch, the Operations Department, the Corruption Prevention Department, and the Community Relations Department.
