A paper issued by the British Home office offers a commendable plan to remove the possibility of remands into prison custody for 15-and 16-year-old boys, but the 4-year time period proposed for implementing this plan is too lengthy.
Abstract
In addition, several additional measures could be introduced to achieve the government's goal of reducing and ultimately abolishing prison remands for juveniles. Efforts are needed to divert alleged juvenile offenders from remands into any kind of detention. Specific actions should include the establishment of a comprehensive network of bail support and remand management programs, development of an interagency remand strategy in every area, inclusion of 17-year-olds in programs for juvenile offenders, and the opportunity for a juvenile to be represented by an attorney prior to any juvenile detention.
