This report describes the initiation, organization, goals, and action plans of the Tacoma/Pierce County (Washington State) Safe Streets Campaign which was established to address drug dealing and gang violence in the county.
Abstract
As an expression of public concern about the pervasiveness of drug abuse, gangs and violence in Tacoma and Pierce County, the Safe Streets Campaign was established in February of 1989 by a consortium composed of Pierce County government, the United Way, the City of Tacoma, Tacoma public schools, Washington State government, and private contributors. The organizational structure consists of a board of directors, a staff, a community council, and a steering committee. The campaign has three objectives. It aims to assist police in the development of strategies to control, reduce, and manage illegal drug and gang activity. It also intends to assist individuals, families, communities, and other organizations in the development, implementation, and maintenance of strategies that combat illegal drug activity. This will include the provision of a system that maximizes the use of new and existing programs and resources to counter illegal drug and gang activities. The third goal of the campaign is to provide services to persons involved in or at-risk of drug abuse and other criminal activity, including effective treatment for those dependent on drugs. The action plan presented in this report specifies campaign responsibilities for business, labor, schools, churches, community organizations, government, youth organizations, neighborhood groups, and police. Appended campaign materials
