Prior to the establishment of ICAC in 1974, the detection and investigation of corruption was the responsibility of the Royal Hong Kong Police Force's Anti-Corruption Office. The ICAC is comprised of three functional departments (operations, corruption prevention, and community relations) which are serviced by the administration department. Every aspect of the ICAC's work comes under the scrutiny of independent committees composed of responsible citizens drawn from all sectors of the community. The annual report indicates that the number of charges alleging corruption decreased by 1 percent between 1989 and 1990. The percentage of persons prepared to identify themselves when reporting alleged corruption to the ICAC was as high as 66 percent. Corruption allegations involving the public sector increased by 9 percent compared with 1989, while allegations against the private sector decreased by 9 percent. The number of persons prosecuted and cautioned in 1990 totaled 402, a conviction rate of 73 percent. Supplemental information on the ICAC's membership, organization, and operations is appended.
