This report sets out the policy framework for the Commission's Terms of Reference and the way its recommendations can be implemented. It sets forth the procedure for classification, matters relating to the advertising of publications and films, enforcement issues, and matters related to import controls.
Abstract
Recommendations deal with establishing a public consultation program, rationalizing current legislation on film classification into a national legislative scheme with intergovernment agreement, and proposing changes to the code and Federal Act. Also included are guidelines for classification; consumer advice; public awareness campaigns; classification of films; publications; reclassification, reconsiderations, and notification of decisions; and media covered clothing, computer programs, and audio material. Enforcement covers offenses, parental defences, and offenses by children as well as screening of R films before children, R videos, publications, possession of material, prosecution, penalties, registration, and labelling. Customs related issues include prohibited imports regulations and cinematographic films and film festivals. Draft legislation is appended.
