Senate Bill 210 (1991) concerned circuit courts, court personnel, law libraries, and the State public defender. Senate Bill 211 (1991) addressed the provision of judicial assistants to circuit court judges. The third bill, Senate Bill 212 (1991), involved reimbursement to counties of fees for jurors, payment by the State of fees for guardians ad litem and witness, and appointment of court psychologists. The major provisions of each bill are outlined; the report also describes the Committee's activity with regard to the legislation. The Committee found that the trial court system was a State system that should be funded by the State. It also recommended establishing a successor committee to address State financing for court commissioners, registers in probate, clerks in circuit courts and clerks' staff as well as the duties and employment status of these categories of court personnel. 1 appendix
