A low cost program using community resources of personnel and equipment to deal effectively with hazardous waste emergencies was implemented by the Sayreville, New Jersey Police Department.
Abstract
THe first step in the program was to create a Local Emergency Planning Committee (LEPC) comprised of industry, local government, and community representatives in accordance with Title III of the Federal Superfund Amendments and Reauthorization Act (SARA). After the LEPC established its goals, the members of the Committees developed policies and plans that outlined which government agency was responsible for the various responses as mandated under SARA. Authority was delineated clearly and communications systems were expanded through prioritization of radio traffic and establishment of alternate command channels, use of computer-based systems, and augmentation of telephone communications. Local paraprofessional groups such as auxiliary police, Red Cross, Salvation Army, veterans groups, and churches can provide support with needed manpower and resources for dealing with the emergency. 1 footnote
