This 1988-89 annual report of Canada's Correctional Investigator presents statistics on complaints received, recommendations outstanding from the 1987-88 annual report, and issues raised in 1988-89.
Abstract
Statistics address complaints received and pending by category, month, and region; inmate complaints by region; institutional visits; inmate interviews; disposition of complaints; and complaints resolved or assistance provided by category. Recommendations outstanding from the 1987-88 annual report address transfers, special handling units, exchange of service agreements, Correctional Service internal investigations and audits, corporate policy framework and internal regulatory documents, health care, and the use of force. Other recommendations pertain to access to and correction of file information, inmate access to telephones, double bunking, and warning shots. Issues raised in 1988-89 focus on offender pay rates, criteria for humanitarian escorted temporary absences, inmate committee solicitation of funds for legal action, the inmate grievance process, and the policy on handicapped offenders. Other issues raised are decisionmaking on visitor applications, delegation of authority, record of minor disciplinary hearings, officer identification, and case preparation and access to mental health programming.
