Based on its findings, the task force grounds its reform proposals in the principles of empowerment, meaningful choices, respect and dignity, shared responsibility, and a belief in supportive environments. Under the plan there will be five regional women's facilities across Canada as well as a Healing Lodge where Aboriginal, federally sentenced women may serve all or part of their sentences. There will be additional community release centers for women in more communities. These centers will include traditional halfway houses, Aboriginal centers, satellite units, home placements, addiction treatment centers, and multi-use women's centers. For all women offenders there will be an emphasis upon individual assessment and the development of a treatment plan with input from the offender. A team will work with each woman to ensure that the plan is implemented and adjusted as required. Comprehensive programs will encompass health care, mental health services, addiction programs, family visiting, and the opportunity for mothers and children to live together. Each regional facility will provide for Aboriginal programs and services tailored to the culture of these inmates.
