The 10 indicators selected to provide a picture of the impact of drugs cover important aspects of the problem: drug overdose deaths, drug-affected babies, drug use in arrestees, hospital emergency room visits, drug and alcohol use by adolescents, adult and juvenile arrests for drug offenses, parent training participation, and positives in pre-employment drug testing. Deaths due to drug overdoses continue to increase each year, both in Portland and throughout Oregon. Lower 1990 levels reflect a general pattern of reduced drug use among the student population both locally and statewide.
