General themes addressed at the primary prevention level include the need for a realistic level of income support for young people and attention to the problems of youth homelessness; recognition of the special educational and employment needs of minority disadvantaged groups including Aboriginal and non-English speaking background youth; and the need for realistic allocation of funds to permit program evaluation. Considerable discussion during the proceedings focused on the possibility of modifying France's Bonnemaison model, the use of a crime prevention contract system to place extra demand on existing facilities as a national crime prevention strategy.
