The Bureau of Alcohol, Tobacco, and Firearms (ATF) has developed a number of support programs to facilitate its response to and analysis of explosives incidents.
Abstract
The National Response Team program involves specialized response teams that can respond within 24 hours to any scene of a major explosion or suspected arson. The ATF laboratory system supports the bureau's explosives and arson programs and accepts requests for assistance from State, local, and military agencies. Computerized support programs are available to handle data on stolen explosives and recoveries, to trace explosives, and to document explosives incidents. An explosives technology branch complements ATF's forensic analysis capabilities of explosive devices and debris. ATF participates with the Federal Bureau of Investigation in bombing/arson profiling and conducts explosives/arson training. Detailed tabular data are provided on types of explosives incidents from 1986 to 1990, explosives incidents by category by State, bombing and incendiary incidents, explosives incidents by motive, criminal bombing incidents, types of containers used in destructive devices, pipe bomb incidents, types of fillers used in destructive devices, explosives incidents directed against commercial and residential targets, explosives incidents directed against commercial and residential targets, explosives incidents directed against vehicular targets, and accidental explosions. Statistical data are also given for stolen explosives and explosives recoveries. Descriptions and photographs of significant explosives investigations are included. Tables, figures, and photographs
