The hearings were concerned with what could be done administratively and what needed to be done legislatively. The subcommittee heard testimony on broad policy issues developed by a study group on the LEAA for the U.S. Attorney General's office. This study group issued a report that proposed sweeping change in the LEAA's grant structure. Specifically, the group proposed a simpler program of direct assistance to State and local governments instead of the block grant program. The group also recommended a refocusing of the national research and development role related to law enforcement into a strategy of basic and applied research and systematic national program development, testing, demonstration, and evaluation. Testimony on restructuring the LEAA was presented by representatives of the National District Attorneys Association, LEAA's National Minority Advisory Council, the U.S. Department of Justice, the American Federation of Labor, the National Conference of State Legislatures, and the National Institute of Law Enforcement. Testimony was also presented by individuals representing the University of Wisconsin, Yale University, the National Governors Association, and the National Council on Crime and Delinquency, and by various State-level officials.
