The panel proposes a program to respond to Wisconsin's problem of prison overcrowding and a projected tripling of the prison population by the year 2000.
Abstract
This comprehensive program recommended by the panel calls for the development of 750 additional prison beds as soon as possible, but no later than 1993; the immediate initiation of the planning process for the construction of an additional 500-to 1,000-bed facility to begin during the 1993-1995 biennium; and the aggressive development of an intermediate sanction or intermediate punishment program directed particularly to nonviolent property offenders in order to decrease the need for massive prison construction. Summarizing the conclusions which underlie the panel's recommendations, the report identifies the actions which must be taken to implement an intermediate sanctions or punishment program and discusses the lessons learned from the experience of other States. 7 tables and 6 appendixes
