President Bush approved the Andean Drug Strategy in 1989, and the United States provided about $235 million in counterdrug and loan guarantees to Colombia between August 1989 and September 1990. |

| Abstract: |
A plan for implementing the Andean strategy was approved in 1990. The plan for Colombia generally described the roles and missions of military and law enforcement agencies, but did identify specific units. Also in 1990, the State Department directed U.S. embassies in the Andean countries to develop monitoring procedures to ensure counterdrug assistance will be used for its intended purposes and not to abuse human rights. In 1991, the United States and the Colombian military reached an agreement for monitoring counterdrug aid to the military and Colombian military services are now developing monitoring policies and procedures. U.S. aid for Colombia's police and military consists of military supplies and equipment such as aircraft and parts, weapons and ammunition, personal gear, and training. A General Accounting Office review of assistance to Colombia indicates that U.S. officials are taking action to improve program management. Nonetheless, management oversight of U.S. aid is needed to assure funds are used effectively in meeting counterdrug objectives. |
