For the first time, the New Zealand Department of Justice is reporting performance as a function of specific objectives within particular output classes (product or service categories) rather than as production units, i.e., divisions or programs. The first sections of the report contain the audited statements of service and financial performance under the new reporting requirements. Particular achievements as of June 30, 1991 are reported as specified by the objectives published in the department's management plan. As part of the financial reports, actual expenditures by output class are reported against projected performance as specified in the Estimates 1990/91. Consistent with the concepts embodied in the public-sector reforms, these sections of the report complete the department's "planning/reporting triology" for 1990-91. The report's other sections continue to present the statistical and descriptive information on performance by divisions as was done in earlier annual reports.
