The first phase of the project analyzed the crime situation in each region and established what data regional police agencies must supply. In the second phase, criminal justice experts evaluated the input of eight participating police departments. The final phase of the project was devoted to analyzing and interpreting the collected information. In designing the model, the author found that the numerous existing indicators used in regional planning can aid in establishing a trans-regional crime survey; however, a central agency is needed to collate incoming regional data and to seek missing information. This agency would require a committed, reliable staff to interpret the information as well as state-of-the-art data processing equipment. The author plans to test the model with selected police departments in the next year. A detailed bibliography is appended.
