The no smoking policy for inmates, personnel, and visitors at Hillsborough County Detention Facilities (Florida) is described.
Abstract
Effective January 1, 1991, the use of tobacco products and their accessories such as pipes, cigarette papers, matches, and lighters were no longer authorized in Detention Department facilities except in designated breakrooms for staff members only. The reasons for this decision were health and safety considerations, maintenance costs and sanitation, and accreditation standards. The tobacco free policy for inmates was phased into effect over a period of three months. During phase out inmates were permitted to smoke as much as they wanted in currently authorized smoking areas. Recommendations on how to proceed with nonsmoking policies in jails include: (1) obtaining legal opinion; (2) soliciting sheriff's support; and (3) gradual implementation. Implementation includes pushing health benefits, reducing amount of tobacco in canteen, and increasing number of canteen items based on inmate requests.
