Public Law 100-690, known as the Anti-Drug Abuse Act of 1988 is detailed.
Abstract
The Director of the national drug control program is appointed by the President with responsibilities including establishment and implementation of policies and objectives. The provisions relating to the Public Health Service Act include preventing the transmission of AIDS and assisting the States in the initiation and expansion of prevention and treatment services to underserved populations. Studies shall be conducted regarding the relationship between mental illness and substance abuse and the use of involuntary commitment. The distribution of anabolic steroids and butyl nitrite shall be prohibited. Alcohol abuse education programs, such as programs for children of alcoholics and training programs for educators, shall be implemented. Early childhood education drug abuse prevention curriculum materials and community-based volunteer programs are included. The provisions for international narcotics control include multilateral efforts, foreign assistance, annual reporting procedures, and international banking matters. State and local narcotics control improvement includes more grant programs and administrative provisions. The death penalty and other criminal and law enforcement matters are addressed.
