Abstract
The identification kits are intended to ensure the proper identification of persons at disaster scenes and include passes for residents, medical personnel, government officials, utility workers, rescue workers, and others as well as tags for bodies or dismembered parts. The guidelines for contingency planning cover the role of the Illinois State Police in providing assistance and ensuring the greatest effectiveness in the use of personnel and resources at special events, disasters, and disorders. The guidelines list the responsibilities of the district and area commanders, specific procedures, logistical considerations, reporting to the news media and the public, and other topics.
