This Vermont emergency disaster preparedness plan is designed to describe the State-level integrated emergency management approach and to provide a competent central information resource in all phases of comprehensive emergency management.
Abstract
The plan is intended to cover the entire range of emergency and disaster situations; its scope extends from preventive measures and preparations through local and State response actions to recovery, post-attack programs, and Federal disaster assistance. The basic plan lays out emergency operations and describes responsibilities, implementation, organization, and missions. The three primary missions are administration, operations, and logistics. Some of the agencies involved in Vermont's emergency management are the Agency of Administration. Agency of Development and Community Affairs, Agency of Transportation, Department of Banking, elected officers (Attorney General, Auditor, Secretary of State, and State Treasurer), Department of Public Safety, and volunteer relief organizations. There are various functions outlined in this manual including inter alia, communications and warning, damage assessment, emergency operations coordination, evacuation, hazard mitigation, health and medical services, energy resources, police services, recovery assistance, resource management, transportation services, and utilities services.
