The 1991 annual report of the Texas Department of Criminal Justice reflects the activities of the department's Institutional Division, the Community Justice Assistance Division, and the Pardons and Paroles Division.
Abstract
The Institutional Division operates one of the nation's largest and most complex prison systems, while continuing to oversee the construction and operational developments of units that represent more than 15,000 additional prison beds. The Community Justice Assistance Division, working with a network of 119 local adult probation departments, assists in a comprehensive community justice planning process that has resulted in a number of community corrections programs designed to provide sentencing decisionmakers with additional punishment and rehabilitation options. This division has oversight responsibilities and disburses State funds in support of alternative punishment programs. The Pardons and Paroles Division has been given access to drug testing technologies to monitor the substance abuse habits of parolees. The introduction of these technologies has given line parole officers a valuable intervention resource in supervision techniques. This division has expanded its intermediate sanction facilities program, thus giving parole officers another sanction option in supervising parolees who violate their conditions.
