The report opens with a summary of the VOCA of 1984 followed by a presentation of the achievements of the Crime Victims Fund, the centerpiece of the VOCA. The bulk of the fund is for grants to States for crime victim compensation and victim services. The fund is supplied with money collected from Federal felons and misdemeanants. A review of crime victim compensation addresses how the VOCA crime victim compensation grant program operates as well as emerging issues that are confronting victim compensation programs. An overview of crime victim assistance covers program implementation and administration, funding, priority and underserved, and services to crime victims. Components of the Federal Crime Victims Program are described along with the achievements of training and technical assistance and national-scope grants. The latter encompass services for victims of sexual assault, child abuse and neglect, and domestic violence as well as survivors of homicide victims. Achievements are also described for the Children's Justice Act Discretionary Grant Program for Native Americans and National Crime Victims Rights Week.
