The concept of implementation can be interpreted as meaning establishing the context in which specific standards or values can be accepted. Obstacles to implementation of various United Nations standards include the lack of coordinated action, shortages of funds at both national and international levels, inadequate human and professional resources, and public apathy and lack of political will. The lack of political will to implement standards that do not match a country's traditions or political aspirations is probably the most important of these factors. Measures to implement policies should include incorporating the United Nations standards in national legislation, using education and the mass media, increasing community involvement, and exploring ways to overcome resistance. In addition, international cooperation is needed in developing international legal instruments on crime prevention, developing the role of the United Nations, and promoting scientific and technical cooperation.
