These standards, published by the Child Welfare League of America (CWLA), are intended to set goals for the continuing improvement of services for children and their families, specifically with regard to the enhancement of residential group care services throughout North America.
Abstract
The standards cover the array of residential group care settings, the process of service delivery, and elements of service and treatment. Three types of service programs are dealt with: residential care programs, emergency shelter care programs, and residential treatment programs. The standards discuss the administration of residential group care services; location, plant, and equipment; and community support for children in residential group care. Standards are useful in planning, organizing, and administering services; in establishing licensing requirements; and in setting accreditation criteria. They can provide material for teaching and training in child welfare and related fields and can assist in budget-related functions. Standards can also help gain greater public interest, understanding, and support for providing services, targeting legislation, and improving financing.
