Six categories of services were surveyed: residential, nonresidential, juvenile, prenatal, postpartum, and dual diagnosis. These categories were further divided into paying and nonpaying, and the additional measures of "filled" and "waiting" were also reviewed. It was found that the supply met the demand for residential services in the paying category, whereas the demand exceeded the supply in the nonpaying category. For nonresidential slots, capacity fairly evenly matched apparent need. Nonresidential programs had greater flexibility by regrouping clients and counselors, and the waiting list was negligible for both paying and nonpaying categories. Drug court capacity was driven by the number of arrests, and 204 residential beds were shared with cocaine mothers. A total of 1,600 cocaine-positive births were recorded in Dade County for 1990; 22 percent of these births were to women who had at least one previous cocaine-positive birth. It was determined that more information is needed about such services as child care, parenting, and nutrition and that in-depth analysis is required for programming in the dual diagnosis area of treatment.
