This report presents statistics related to the enforcement of the Prevention of Terrorism (Temporary Provisions) Act of 1989 in Great Britain. Under this law, the police may arrest suspected terrorists and detain them for 48 hours; persons involved in terrorism related to Northern Ireland may be excluded from any part of the United Kingdom; and the police have powers to conduct security checks on persons entering or leaving the United Kingdom.
Abstract
In 1991, 153 persons were detained in Great Britain under the Prevention of Terrorism Act; there were 193 such detentions in 1990. Of that number, 121 or 79 percent were in connection with Northern Irish terrorism, while the remaining 32 detentions were related to international terrorism. Twelve percent of those detained were either changed with an offense, deported, removed, or excluded as compared to 23 percent of the 1990 total. Of the remaining 135 detentions, 115 lasted less than 48 hours. An additional 263 persons were examined for more than one hour in 1991, but not detained. 11 tables and 1 figure
