Since the first pen-based computer to recognize handwriting was introduced in 1989, at least 12 computer manufacturers have marketed these computers or announced their intent to manufacture them. Clipboard-sized pen computers weight about 4.5 pounds. The electronic pen reduces the time it takes to complete a police report, increases field report accuracy, eliminates the need to re-enter data to a host computer, and makes police report information available on a same or next day basis. In West Palm Beach, it is envisioned that pen-based computers will be mounted in all police cars to communicate with dispatchers and as a removable electronic clipboard to take to accident or criminal investigations. Other jurisdictions throughout the United States that use pen computers are noted.
