The concept of administrative unification has lost its vitality as an inspiration for modern courts, so a new vision is needed that emphasizes coordinated decentralization.
Abstract
Judicial leaders must be organization and consensus builders in addition to their other roles, thereby designing and shaping the organization into a more effective tool for administering justice. However, as Peter Drucker noted, good organizational structures do not evolve by themselves. In fact, the only things that evolve by themselves in organizations are disorder, friction, and poor performance. Many State and trial courts need reform, and the concept of decentralized coordination would be a useful approach in this effort. (Author abstract modified)
