A current challenge is to develop an effective working relationship between judges and court managers. Courts must continue to move from the personal staff model to the team management model. Judges will have special management responsibilities in three crucial areas: managing the trial, managing the court and the court system, and managing the external environment. Judges have responsibility not only for caseflow management, but also for all aspects of court operations. Four crucial areas are the acquisition of resources, the effective use of modern technology to improve efficiency, the improvement of inservice training programs for judicial staff, and planning. Improved communication between the judicial and legislative branches, better education of the public about the role of the judiciary, and improved relationships with lawyers are also needed.
