At their fourth meeting, held in 1991, the leaders of national drug law enforcement agencies of countries in Latin America and the Caribbean considered ways to address the illicit production, trafficking, and consumption of cocaine; the control of chemicals used in clandestine drug manufacture; and drug smuggling by sea.
Abstract
Participants noted an increase in drug seizures in most countries in the region and reported that cocaine and marijuana were the main problems. In addition, the United States continues to be the main illicit market for cocaine. Law enforcement agencies are taking a variety of measures to address drug trafficking, emphasizing comprehensive strategies that include alternative development, the prohibition of drug production, and trafficking and prevention programs. Recommended measures include international cooperation, including ratification of the 1988 convention on the subject; sharing of strategic information; destruction of clandestine landing strips; and legislation regarding precursor chemicals and retention of suspect vessels in territorial waters. Regional training regarding these and related issues is planned.
