The roles of the Board of Police Commissioners and the Executive Staff are detailed. The Chief of Police's letter of transmittal includes identifying three major programs for 1991: domestic violence; impaired drivers; and bias crime reporting. Equipment innovations introduced as a result of Task Force recommendations include the use of "Capstun," a propellant spray derived from cayenne pepper as an alternative to mace, and the replacement of wooden nightsticks with plastic PR24 Baton. Programs targeting children are highlighted including a project that distributes baseball cards with printed safety tips and visits to elementary schools by officers affiliated with Drug Abuse Resistance Education (DARE).
