Research methods included a literature review, environmental scanning, the analysis of relevant trends and events using nominal group technique forecasting, the cross-impact analysis of selected trends and events, and development and analysis of alternative future scenarios and their policy implications. Results indicated that victimization of the elderly will increase, elderly persons will have increased political influence and make increased demands for service, the workload will increase for law enforcement, and volunteerism among the elderly will increase. The most effective policy for addressing these trends will be to establish a Public Safety Committee on the Elderly to assist the Berkeley Police Department to develop a comprehensive and coordinated effort to address crime against the elderly.
