The word and concept rest on 19th-century Danish religious and social movements that countered the ruling cultural, educational, and political establishment. The 1984 law provided for a committee in each municipality, consisting mainly of users and partly of local council members. The emphasis is on local governance and control. The local government allocates funding to adult education associations and other educational groups, as well as to youth clubs and sports associations. Each year 1 million adults attend 3,000 local evening schools. In addition, approximately two-thirds of all children and youth take part in some form of organized leisure-time activities. Photograph
