This program description outlines the steps to creating a YES project, discusses management and staffing issues, and identifies program achievements and problems. The unit strives to establish a network of local YES projects in areas with high crime rates, poor youth facilities, or high unemployment. The intent is to provide activities for local youth and to offer a service which is responsive to young people's needs and which involves them in its management and operation, is independent and supported by statutory and voluntary agencies, and is nondirective and confidential in its advisory and counseling role. The time scale to create a local project operated by volunteers varies from 6 to 12 weeks on average. The unit has helped to create seven projects and an additional three projects are in progress.
