This testimony addresses the need and value of increased allocations to national communication services for runaway and homeless youth and their families.
Abstract
The testimony outlines the philosophy of the National Runaway Switchboard, funded almost 18 years ago by the Department of Health, Education, and Welfare; describes the client population and comprehensive volunteer training program; and provides information on the volume of calls, youth issues, marketing and public education efforts, and future needs. Allocations 4 years ago have been used to increase the National Runaway Switchboard's telephone lines from 4 to 10 and to more than double the corps of specially trained volunteers. Telephone technology has been upgraded to enhance the quality of services and to offer conference calling between youth and service providers. This 24-hour toll-free hotline service supports anonymity, provides a non-threatening atmosphere, and encourages callers to discuss their problems and their feelings.
