The original draft EIR was prepared pursuant to guidelines established by the California Environmental Quality Act and circulated to regional and State agencies for a subsequent 30-day public review period in August 1988. This final EIR responds to both written and oral comments and questions raised during that review period. Each response included in this volume addresses the significant environmental issues posed by the individual comments and describes their disposition. The Revised Draft EIR has been modified to incorporate any corrections or changes in text to rectify inaccuracies or reflect additional information requested during the review period. The final EIR was also circulated for a 30-day review period, and the comments and responses to those comments are contained in the two supplementary volumes. Comment letters on the final EIR are organized by affiliation of the respondent, i.e., Federal agency, State agency, local agency, local organization, or private party.
