Board members visited 14 establishments housing parole-eligible prisoners and met with Local Review Committees, governors and staff, and prisoners. The Board considered determinate and life sentence cases and cases involving children and young persons. Of 539 determinate sentence cases referred on a formal basis, the board recommended parole for 349 or 64.8 percent. During 1990, 12 young people were considered for release on license under provisions of the Prison Act of 1989, Section 18(2). Cases of 33 individuals serving life imprisonment were referred to the board for consideration of a provisional release date. Release dates were recommended for all of these cases. In the course of the year, six prisoners who were previously recommended for release had their proposed release dates withdrawn or deferred because of unsatisfactory conduct. During 1990, 26 life sentence prisoners were released on license. Between the introduction of the parole system in 1968 and the end of 1990, 386 persons serving life sentences had been released. The report contains a review of parole and related issues and an examination of general matters (alcohol counseling, national objectives and standards for social work services in the criminal justice system, and opportunity and responsibility in the long-term prison environment). Three appendixes provide tabular data on the board's caseloads, license conditions reported to the board, and time spent in custody by persons released from life sentences. A fourth appendix lists statutory provisions of the Prisons Act of 1989 that relate to the parole board.
