The study examines events and trends which may have an effect on the role of law enforcement in the enforcement of commercial vehicle laws; considers several potential measures for managing the transition from the current to the desired future state; and includes a situational analysis to determine strengths, weaknesses, and opportunities. All three of the scenarios derived from this study support the involvement of local police and sheriff agencies in the enforcement of commercial vehicle safety laws in California. This role is likely to increase as more local agencies become aware of the impact of this industry on assorted quality of life issues. 6 tables, 22 references, and 9 appendixes
