This annual report highlights the activities of the Ohio Department of Rehabilitation and Correction (DRC) during fiscal year 1991.
Abstract
The report consists of a message from the Department's Director, an organizational chart, and brief discussions of departmental operations in terms of accountability, professionalism, administration, prison management, and parole and probation programs. A section of statistical analyses is also included. In 1991, the DRC gained greater access to the State's executive branch through the newly created Criminal Justice Cluster headed by the Lieutenant Governor. In an effort to increase inmate productivity, the DRC assigned inmates to beautify Ohio's parks and highways in cooperation with the Ohio Departments of Natural Resources and Transportation. Despite overcrowding, there were no major prison disturbances and escape and assault rates remained low. Cooperation between the DRC and the Ohio State Highway Patrol was effective in stemming the flow of illegal drugs into the prison system. Through budget cuts, the Department was able to return $1.5 million to the Ohio Office of Budget Management.
