This is an interim report on the findings and recommendations of a legislative study on combatting drug trafficking, abuse, and related crime in Virginia.
Abstract
The purpose of the study is to develop a statewide, comprehensive, and coordinated strategy to address the drug trafficking and drug crime problem in the State. The crime commission held a series of public hearings and meetings to collect information on the problem from a wide variety of sources. Particular emphasis was placed on law enforcement efforts, consumption reduction, and correctional/rehabilitative issues. Findings and recommendations are listed in some detail in these areas. Recommendations for law enforcement included enhanced multijurisdictional cooperation, adequate manpower and training, access by law enforcement agencies to drug investigation information, and amending state laws to better facilitate drug law enforcement and prosecution. Recommendations in the area of corrections/treatment included monitoring the use of illegal drugs in correctional facilities, providing substance abuse education and treatment for offenders, and developing community-based prevention and treatment programs. In the area of education, recommendations included promotion of school and community prevention programs, development of comprehensive drug and funding programs, and enactment of laws to protect youth. 2 appendices
