The purpose of the Commission is to study, report, and make recommendations on all areas of pubic safety and protection. It develops and evaluates law and administrative procedures which affect judges, prosecutors, law enforcement officials, jails and prisons, forensic laboratories, community diversion programs, crime prevention programs, probation and parole, criminal procedure and evidence, victims and witness of crime, and private security. During 1989, the Commission conducted formal studies on: (1) drug trafficking, abuse and related crime; (2) shock incarceration; (3) nondetectable firearms and court security; (4) education of handicapped jail inmates; (5) the "Youthful Offender Act"; (6) transportation of juveniles; and (7) victims and witnesses of crime. Other issues also considered by the Commission are highlighted. An executive summary of legislative accomplishments during the year is included in the report, as well as an overview of legislative proposals for 1990. 5 appendixes, 3 figures
