This annual report summarizes the accomplishments of the Virginia State Crime Commission in 1988 and indicates the direction of Commission efforts for 1989.
Abstract
The report begins by highlighting legislative initiatives undertaken during the year. Other non- legislative recommendations, covering forensic laboratories, victims of crime, corrections, and sheriff's staffing, are also discussed. Formal studies undertaken by the Commission addressed the following issues: (1) court appearance waivers; (2) asset seizure and forfeiture; (3) victims and witnesses of crime; (4) drug testing of arrestees; (5) part- time, volunteer, and auxiliary law enforcement officers; (6) building code security needs; and (7) private security. In addition, the Commission continued its monitoring of the ongoing operations of the criminal justice system, including forensic facilities and the implications of the Federal Omnibus Drug Initiative Act of 1988. An overview of organizations with which the Commission worked closely during the year is provided. The report concludes with highlights of the Commission's plans for 1989. 1 appendix
