This document presents a program description and evaluation of Oklahoma's Temp-Cop pilot project, which used commissioned law enforcement personnel to supplement the State's existing correctional work force on a particular project.
Abstract
The Temp-Cop pilot project was conducted in conjunction with the group camp prisoner public works project at Redrock Canyon State Park from February 4 to March 29, 1991. Commissioned police officers were trained for temporary assignments as correctional officers for the project. Since the temp-cops were already certified, the only training required focused on departmental rules and regulations. As temporary employees, they did not receive traditional employment benefits, so a considerable savings was realized. The assessments of all involved in the pilot project were favorable. The evaluation findings indicate that through effective interview, selection, and training procedures, corrections departments can select part-time law enforcement personnel with the ability and skill necessary to perform the duties of correctional personnel. Increased security is gained at a reduced cost. The evaluation offers recommendations in the areas of enrollment/payroll, identification of community resources, training, shift assignment, and cost savings. Cost comparisons and training curriculum content are provided.
