The four programs that are likely to combine in 1993 to generate change in the Police Service are the Sheehy Inquiry into rank and pay, the Royal Commission into Criminal Justice, the Local Government Review, and the Home Office study into police funding. The five crucial organizations involved in a national vision are the Home Office, the Police Authorities, Her Majesty's Inspectorate of Constabulary, the Local Authority Associations, and the Police Staff Associations. The change process will require a dynamic partnership among all these entities.
